2022 R Charles Harker Esq. Policy Maker Award Winner

Kathleen Picard, PT, DPT 

It is with great pleasure to announce Dr. Kathleen Picard as the winner of the R. Charles Harker, Esq. Policy Maker Award. Dr. Picard is an Associate faculty member at the University of Minnesota, Adjunct faculty member at the College of St. Scholastica and guest lecturer at the Mayo College of Health Sciences all wit. Dr. Picard has demonstrated ongoing leadership in the realm of both health and payment policy for the physical therapy profession dating back to 1999 either through academic instruction and subsequently through both state and national APTA appointments.

In one of her recommendation letters it states “Dr. Picard has demonstrated ongoing leadership in the realm of both health and payment policy for the physical therapy profession dating back to 1999 either through academic instruction and subsequently through both state and national APTA appointments.”

In another letter, the recommender states “For 10 years I served as her federal key contact. She was a tremendous role model. She helped improve my confidence and communication style, taught me after the legislative process, and groomed me to take over her role as Federal Affairs Liaison in 2013. I have mentored hundreds of students thanks to her since she wanted me to pay it forward. I even created a scholarship of which 55 students have benefited in large part due to her mentorship.”
