About The Speakers:

Robert Latz, PT, DPT, CHCIO is the only Physical Therapist with the HealthCare CIO certification from CHIME (College of Health Information Management Executives). He is a Board Member of the National Association for the Support of Long Term Care (NASL) and a Co-Chair of the NASL IMPACT Act Implementation Workgroup.  Dr. Latz is a Board Member of the APTA Health Policy and Administration Section and the President of the Technology Special Interest Group. Dr. Latz is the Chief Information Officer for Trinity Rehabilitation Services, which improves human function by providing contracted therapy services in Post-Acute Care settings.

Kara Gainer, JD
Director, Regulatory Affairs, American Physical Therapy Association
As Director of Regulatory Affairs for APTA, Kara leads, manages, and provides strategic direction to the regulatory affairs team on key programs and initiatives in the federal regulatory space that help to move forward the priorities of the Association for the advancement of the profession in the area of payment and public policy. She works to develop and advocate APTA’s position before federal agencies in order to have a positive effect on federal regulations, statutes and other governmental directives that affect the profession of physical therapy. She also is responsible for leading member initiatives and developing policies and programs that promote the practice of physical therapy

Dr. Alan C. Lee is a professor at Mount Saint Mary's University in Los Angeles.

Dr. Lee has served as the secretary of Telerehabilitation SIG for the American Telemedicine

Association and currently is the vice chair of technology SIG for HPA, the Catalyst.  Alan is the telehealth group leader for Frontiers in Rehabilitation Science and Technology (FiRST) Council of APTA.  His telehealth research includes international pediatric teleconsultation and he has co-authored several telehealth publications in PTJ. Dr. Lee maintains clinical practice at Scripps Mercy Hospital in San Diego with dual board-certifications in geriatrics and wound management.

Steve Posta, JD, joined APTA in 2019. Prior to joining APTA, Steve was a senior director of state policy for the Pharmaceutical Research and Manufacturers of America (PhRMA), focusing on legislative and regulatory policy development in the Mid-Atlantic and Southeast states.  Prior to that, Steve served as the director of health policy at Powers Pyles Sutter & Verville, a law firm, where he focused on federal regulatory rehabilitation and post-acute care policy.  He also was the director of the Medicaid Resource Center at the National Association for Home Care & Hospice (NAHC), where he specialized in Medicaid home care policy. 

Baruch Humble was born and raised in northern California in a large family of nine children. He attended the University of Kansas and then moved to Washington, D.C. where he worked as a Senior Legislative Assistant, covering healthcare policy, in the House of Representatives for four years. Baruch left the Hill and joined APTA where he is now a Senior Specialist of Congressional Affairs.

Chris Peterson, DPT, is Director, Telehealth for Hartford Healthcare and is responsible for integrating telehealth technologies into Hartford HealthCare’s service delivery across all settings of the enterprise. He has clinical background as a physical therapist and business experience in healthcare management. In addition Chris currently serves as Chair for the American Telemedicine Association's Telerehabilitation Special Interest Group.

Sarah Gallagher PT, DPT, NCS graduated with her doctorate from MGH Institute of Health Professions in Boston, MA and completed an internship atMassachusettsGeneral Hospital in acute care. After working several years in hospital settings, focusing in trauma, she transitioned to an outpatient setting.  South Valley Physical Therapy specializes in neurologic and vestibular rehabilitation and as an owner she collaborates with regional and national experts to ensure the evidence based and cutting-edge treatment.Dr. Gallagheridentified that access to expert vestibular rehab is limited due to limited expertise in the state of Colorado, long travel distances, and dizziness impeding commuting to the clinic.
