Presenter:
Jennifer Schnieders, PT, DPT, has been a member of the American Physical Therapy Association and APTA Missouri for over 20 years. Before being elected President in 2016 and serving as President-Elect for one year, she served as the Central
District Chair and Reimbursement Chair. She is a member of HPA The Catalyst and is an active member of the Private Practice Section, currently serving on the Key Contact Task Force. Outside of the clinic, Jennifer is passionate about grassroots advocacy
at both the state and federal levels. She has visited Capitol Hill multiple times on behalf of APTA. She has testified before various legislative committees in Missouri in support of expanded direct access and opposition to physician self-referral.
Jennifer
received her Bachelor of Science in Exercise Science, Master of Physical Therapy, and Doctor of Physical Therapy degrees from Saint Louis University. In 2011 she started Outbound Physical Therapy & Rehab, opened the first clinic in 2015, and will
open a second location in November 2022.
David Scala is a senior congressional affairs specialist at APTA.
Before joining the association in 2019, he was a professional staff member on the Oversight and Government Reform Committee and a legislative assistant for a member
of the Judiciary Committee in the U.S. House of Representatives. Among other policy issues, He focused on health care, immigration, and fraud and abuse. Prior to that he was a senior consultant with Booz Allen Hamilton, where he worked on human capital
development and strategy for various federal agencies. He earned a bachelor’s degree in political science and a minor in economics from James Madison University.
